Two years after the forced resignation of Councillor Richard Kemp after he presided over the Boot Estate fiasco, not a single new home had been built, instead the estate was littered with derelict homes and likened to a war zone. Residents were left pleading for a miracle to sort out the mess.
Boot Estate houses were first declared defective 5 years ago, and 2 years after Councillor Richard Kemp’s plans bit the dust, there was a lack of political will by the Lib-Dems to rectify Councillor Kemp’s mismanagement.
